The Kyle City Council on June 2 debated a resolution to authorize payment to former City Manager Brian Langley for accrued vacation and sick leave. Human Resources staff presented the contract terms and estimated the gross payout at about $204,000 and an estimated net check to the employee near $122,000 after deductions.
Julie Begs, the city’s HR and civil service director, summarized the contract limits and the estimated payroll impacts, saying the total cost to the city (including taxes and employer contributions) required council authorization because it exceeded administrative authority.
Council members questioned whether the payout was consistent with the contract language, whether the leave had been fully earned, and whether the payout rewarded a manager who had resigned. At least one council member said the amendment that created the accruals intended them to “make whole” an employee if terminated but not to incentivize a resignation. The city attorney reviewed contract language but council asked for a separate independent legal opinion to confirm the city’s exposure.
After debate, a prior motion to approve the payout was rescinded and the council voted to table the item until the June 16 meeting to allow time for an outside attorney review. The item was not approved and no payout was issued at the June 2 meeting.
Next steps: Council directed staff to secure an independent third‑party attorney for a legal review of the contract and how the city should proceed; the item will return with that opinion on or before June 16.
