Lexington council unanimously approves parking deal, vision-plan contract, juvenile-justice MOA and routine measures

The Lexington Town Council on March 2 unanimously approved a set of routine measures including an authorization to send intergovernmental correspondence, a final reading ordinance on transition and swearing-in procedures, an appointment to the accommodations tax advisory committee, a temporary parking agreement to support a construction project downtown, a memorandum of agreement with the South Carolina Department of Juvenile Justice and a contract to refresh the town vision plan.
Councilman Gavin Smith moved to authorize the mayor to sign and transmit intergovernmental correspondence to Lexington County about the commercial and industrial road policy along Industrial Drive; the motion was seconded and carried without recorded opposition.
Councilman Ron Williams moved for final reading approval of an ordinance that establishes consistent procedures for the transition and swearing-in of elected officials following municipal elections; the motion was seconded and approved unanimously.
Councilman Will Allen moved to appoint Michael McGee to the accommodations tax advisory committee to fill a current vacancy; the council agreed that the candidate met eligibility requirements and approved the appointment.
The council approved a temporary parking agreement negotiated with BPS Holdings LLC to provide 20 parking spaces at 134 East Main Street for Wild Smiles employees during construction of a new 100-space surface-level parking lot on North Church Street. The agreement provides 20 spaces at a rental rate of $45 per vehicle per month, payable quarterly as a lump sum of $2,700.
Councilman Gavin Smith moved to authorize the town to sign a memorandum of agreement with the South Carolina Department of Juvenile Justice for provision of secure detention services in fiscal year 2025-26; the motion passed unanimously.
Councilwoman Jenny Michaels moved to authorize a letter of agreement with the Budro Group to lead a comprehensive refresh of the town's vision plan. The professional fee is $71,000, funded from the vision plan fund and split between FY26 and FY27; the council approved the agreement and encouraged public participation in the refresh process.
