Council advances adoption of Lancaster's standalone comprehensive plan

Lancaster's City Council moved forward on adopting a standalone comprehensive plan with a recorded second-reading approval of Ordinance 24-19 at its Sept. 10 work session.
City staff told council members that the plan, created with Benchmark Planning and staff input, incorporated public engagement including multiple public meetings and a community survey. The plan covers required elements such as population, economic development, natural and cultural resources, housing, land use and transportation and is presented as a 120-page document meant to replace the prior 2014 joint plan.
Staff said the new plan is required under state law for cities to implement zoning and impact fees and must be updated at least every 10 years; adopting the ordinance will bring the city into compliance. Council members voted on second reading and recorded their approvals in the roll call.
City staff also highlighted small budget adjustments associated with the second reading process and offered to answer council questions before finalization.
