Selma council approves budget amendment to correct salary allocations, not increase total spending

Finance Director Katie Taylor told the Town of Selma council on June 4 that staff must approve a large budget amendment to correct how salaries and benefits were allocated after the town’s accounting system could not implement the previously adopted method. Taylor said the amendment moves line items between departments but does not increase the overall budget.
“The total budget is the same. We're not increasing the budget at all,” Taylor said, describing the change as a correction to how salaries are recorded across departments so the general ledger reflects the intended allocations.
Taylor explained that the town initially adopted a new method for allocating salaries and benefits but the financial software could not accommodate negative revenues and inter-departmental paybacks, so staff reverted to the prior system in practice and now sought to reconcile the adopted budget with the system’s constraints.
Council members thanked Taylor for preparing a detailed report. A motion to approve Budget Amendment No. 8 was moved, seconded and approved without recorded roll-call votes in the transcript.
Next steps: staff will finalize the budget amendment documentation and maintain updated reporting for council review.
