The Fairbanks North Star Borough School Board approved a three-year employment agreement for Superintendent Dr. Luke Miner at its June 2 meeting after procedural questions and a brief recess.
A contracts committee of three board members negotiated the terms with Dr. Miner and presented a recommendation to the full board. The agreement extends the superintendent's contract through the 2028'29 school year, continues previously agreed 2% increases, and adds a one-time, non-recurring $2,000 payment plus a 1% increase in year three. The contract also increases the maximum accumulated leave cap from 40 to 60 days and raises the monthly stipends for personal cell service and auto use by $50 each.
During discussion several board members raised concerns about process and optics. Mr. Doran said that, procedurally, negotiated contracts are typically accepted or returned to the negotiating team rather than amended on the floor. The board briefly took an at-ease to confirm procedure; the chair ruled that the board must vote the agreement up or down and that a "no" vote would send the contract back to the negotiating committee.
Concerns were also voiced about public perception and parity with district staff negotiations. Miss Carol Hubard and others asked whether the compensation package was appropriate in light of ongoing collective-bargaining talks with staff. Supporters said the committee had benchmarked compensation and sought stability for district leadership.
The board voted to end debate (motion to call the question passed) and then approved the contract by roll call; several members who had procedural or fiscal concerns cast "no" votes, but the motion carried.
Dr. Miner, who addressed the board before the vote, thanked the board and said he appreciates the opportunity to continue serving. The administration said the contract terms will be implemented as written and that the district will continue to negotiate with employee groups separately.
