Leavenworth County Commission adopts comp-plan timing change and approves KDOT, utility and bridge contracts

Leavenworth County commissioners voted unanimously to adopt a minor amendment to the county comprehensive plan and to approve several infrastructure actions, including a KDOT programming request, a waterline relocation agreement and two bridge contracts.
Mr. Jacobson presented Resolution 2026-10 (case DEV 26048), which changes the internal review cadence for the county’s business element from every three to five years to every five to ten years. After a brief opportunity for final comments, the board moved, seconded and recorded unanimous approval for the resolution.
Staff then briefed the board on a KDOT-required 1302 project programming request to set aside funds and formally initiate the 33rd Street CEDS project. "As soon as this form is completed, we will enter the environmental review phase, which could take six to nine months or longer," staff said. The commission approved the programming request to begin the KDOT process.
The board approved an agreement with Rural Water District No. 9 to relocate a waterline north of Dempsey Road as part of the 235th Street project. Staff described the work as a replace-in-kind utility clearance and stated that any size expansion would be paid by the water district.
Separately, commissioners awarded a construction contract to Norfolk Contracting of Nebraska for replacement of two steel-beam bridges (HP-51 on Jameson Road and T31 on Fairmont Road) in the amount of $593,000 with a 10% contingency. Staff told the board the county is responsible for backfill and grading after the contractor installs the new structures and that construction schedules depend on contractor start dates and deck curing timelines.
Finally, the board accepted the low bid from Foley Equipment for a trench roller for $37,000; staff noted the items were competitively bid and available on government contracts.
