Lake County utilities outline plan for lead-service-line notifications and replacements

At the June 2 meeting, county utilities staff updated commissioners on compliance steps required by federal lead-service-line laws passed in 2024.
Mr. Rothllessberger told the board the county must annually notify households that may have lead service lines and that the department mailed roughly 20,000 letters last year and will repeat that mailing this fall. He said the county lacks material records for many older service connections, particularly on the west end where the county took over the water system in 1986, so staff have to inspect or excavate lines to determine composition.
Under the federal timetable described by staff, utilities are expected to be on a statutory ten-year replacement clock beginning in the fall of 2027; the county would have until 2037 to replace identified lead service lines. Mr. Rothllessberger estimated replacement costs of approximately $5,000–$10,000 per service connection depending on the scope of work required.
Commissioners thanked staff for the update and noted the scope of effort required; no formal vote was taken. County staff said they will continue to identify unknown lines, include replacements in capital-improvement planning and keep the board informed as individual replacement schedules and funding plans crystallize.
Next steps: county utilities will continue the notification program this fall, pursue identification of unknown service lines and fold replacement work into the capital plan required for compliance with the federal schedule.
