Lake County commissioners reopened a long-running discussion about the State Route 2 maintenance agreement at their June 2 meeting and asked staff to explicitly put the issue on upcoming agendas to allow public input and formal action.
Commissioners said the existing maintenance agreement — in place for decades — requires revision. One commissioner noted the contract requires six months' notice to terminate and that, to affect a January 1, 2027 start date for any replacement arrangement, the board would need to act quickly. Board members described recurring disputes about who is responsible for basic services such as lighting, guardrail repair and litter pickup along State Route 2 and said a modernized contract should clarify roles and remedy service lapses.
Members said the county engineer and the Ohio auditor previously recommended renegotiating the agreement and that county prosecutor's office counsel advised updating contract language to reduce future legal uncertainty. Commissioners emphasized a cooperative approach with municipalities but also stressed the county’s obligation to protect residents' interests.
The board directed the clerk to place discussion of the State Route 2 maintenance agreement in old business at the June 9 meeting and to include follow-up on the June 16 agenda; one commissioner asked staff to secure the prosecutor’s recommended resolution language so the board could provide formal notice within the required timeline if it elected to terminate the existing contract.
