The Village of Bartlett Planning & Zoning Commission voted unanimously to forward a positive recommendation to the village board for a variance allowing an existing lean‑to roof to remain at 681 San Diego Place.
Monica Hernandez, who described herself as the homeowner at 681 San Diego Place, told the commission the lean‑to had been in place for about three to four years after two large ash trees were removed because of the emerald ash borer. She said the structure provides needed shade on the southwest side of the rear yard and that neighbors had expressed no concerns. "It has not impacted neighboring properties in terms of light, drainage, or privacy," Hernandez said.
Commissioners confirmed staff had reviewed architectural plans and that an architect had approved the lean‑to. Commissioners also asked about drainage and gutters; Hernandez said a downspout directs water to her yard and not to neighbors. During the public‑comment period, John Cedor, a neighbor at 699 San Diego Place, said the family maintains the property and that nearby neighbors support the request.
After questions from the commission, a motion to approve the variance based on the findings of fact was made and seconded. The roll call vote was recorded as unanimous in favor; commissioners present included Michelle Sarawaz, Charlie Dvau, George Kiel, Bob Bicaro, John Maso, Julie Capidakus, John Borrren, Amy Mcwain and Mike Weirden. Staff noted the matter will proceed to the village board and appears on committee on May 5.
The commission’s action was limited to the zoning variance; final building or occupancy approvals (including any permit or inspections) were noted as tasks for the village building department and any applicable permitting authorities.
