Milford City Council voted on June 2 to approve a resolution amending the Joint Economic Development District (JEDD) contract with Union Township, following a public hearing at which no members of the public spoke.
City manager Benjamin Gunderson summarized the amendment during the public hearing, explaining the existing $162,000 annual tax capture cap is reached early in the year, that a large share of revenue is generated by a few properties (staff named TQL and a Children’s property), and that the proposed change would remove one parcel from the JEDD, add the capacity to capture new residential property in the district and exempt that residential capture from the cap.
The change is intended to preserve contract percentage splits while adjusting the district map and tax-capture rules; staff recommended the law director draft the formal resolution and accompanying contract amendment for council adoption. Council closed the public hearing after confirming there were no public comments and adopted the resolution by roll call.
Why it matters: the amendment recalibrates which parcels contribute to and benefit from JEDD revenues in and around Milford and clarifies how future residential growth in the area will be taxed for the district. That affects revenue flows to the city, Union Township and certain county/state obligations embedded in JEDD contracts.
