Hopkinsville City Council on June 2 gave first reading approval to Ordinance 15-2026, a comprehensive zoning text amendment that updates definitions and placement standards for manufactured homes and creates a new RMH1 residential manufactured housing district.
The ordinance amends multiple sections of Chapter 158 of the Hopkinsville code to revise terminology (replacing references to 'mobile home' with 'manufactured home'), to define anchoring systems and permanent foundations, and to establish standards for roof pitch, skirting, site area, setbacks and other district requirements. It also repeals the prior 158.062 and replaces it with RMH1 provisions that list permitted uses (including single-family detached dwellings, duplexes, and certain manufactured homes) and conditional uses consistent with the R5 district. The amendment includes new provisions addressing nonconforming uses related to manufactured homes and mobile home parks and updates Appendix A (schedule of uses) to reflect the RMH1 district.
Clerk roll call recorded unanimous 'yes' votes on the first reading; the full ordinance text is on file at the city clerk’s office for public inspection. The ordinance will return for further readings and any required public hearings as set by council procedure.
