Hopkinsville council adopts budgets, approves grant matches and code updates

Hopkinsville City Council on June 2 approved a set of budget and ordinance measures, authorized local matches for two grants and advanced several code changes.
The council adopted Ordinance 12-2026, an amendment to the FY2025–26 operational budget, listing total revenues and expenses of $59,973,584. Council then adopted Ordinance 13-2026, the FY2026–27 operational budget (total revenues $54,630,503; total expenses $54,666,691) and Ordinance 14-2026, the FY2026–27 capital equipment and property replacement budget (total capital revenues and expenses $2,713,568). City Clerk roll calls recorded unanimous affirmative votes for each second-reading adoption.
Council also adopted Ordinance 17-2026 to incorporate the 2026 S18 supplement to the city code by reference. Ordinances 15-2026 (zoning text amendments related to manufactured-home placement) and 16-2026 (electrical permit and inspection fees and oversight) passed their first readings and were advanced for further consideration.
On grants and municipal orders, the council authorized the mayor to sign a FEMA Building Resilient Infrastructure and Communities (BRIC) memorandum of agreement for a 175-kilowatt emergency standby generator at the public works facility and approved a local cost share as specified in the municipal order. The council also authorized matching funds and execution of documents for a Local Assistance Road Program (LAR) grant; staff confirmed budgeted funds are available to meet the required matches.
The council approved guidelines for future property acquisitions, adding an amendment to require review by the code enforcement/inspections department in addition to third-party building inspections and appraisals. The order was adopted as amended.
