Council to consider temporary parking lease for 20 spaces during North Church Street lot construction

Randy Edwards, the town's transportation director, told council the town is planning a 100-space parking lot off North Church Street that will displace some employee parking used by local businesses. To reduce disruption during construction, staff negotiated a temporary parking agreement with BPS Holdings to rent 20 spaces at the former bank property.
Edwards said the proposed agreement would begin Aug. 1, with a monthly rent of $45 per space and a reservation fee of $2,700 due at signing. He told council that renting 20 spaces yields a slight discount, and that the agreement includes language that would increase the monthly rate (to about $60'$65) after nine months.
"We negotiated a temporary parking agreement for a total of 20 spaces," Edwards said, asking council to allow staff to enter into the agreement so other contingent items can proceed.
Councilman Smith moved to place the parking agreement on a future council meeting agenda for formal action; a council colleague seconded the motion. The motion to place the item on the agenda passed unanimously by voice/hand vote. Council did not finalize the lease during the work session; staff will return with the formal agreement.
