The Clarksville City Council voted unanimously on June 4 to adopt an economic impact plan and designated area policies for the St. Thomas Hospital development area and to create a predictable set-aside for future infrastructure maintenance.
Councilman Marquee proposed an amendment to the TIF economic plan that would direct 20% of the city’s allocated TIF receipts from the development area into a dedicated fund for future maintenance, repair, rehabilitation or capital improvements of public infrastructure. The amendment’s language was broadened during debate from infrastructure ‘associated with’ the development area to a more general ‘public infrastructure’ allocation; the council adopted the amendment and then approved the amended resolution 13–0.
Sponsors said the change is intended to create an ongoing funding stream to service infrastructure the developer constructs and later turns over to the city, such as widened roads and traffic signals, so those assets do not become an unfunded liability decades later. City staff and bond counsel will establish the fund and reporting cadence per the amended plan.
City attorneys and economic development staff said the TIF program is a 20‑year mechanism; the amendment establishes a policy for how the city will treat its share of proceeds during the term. Council directed staff to prepare implementation steps and an annual reporting schedule.
