Council approves treasurer's report, zoning changes, annexation and permits in unanimous votes

The Geneseo City Council voted unanimously Tuesday on a series of routine and land-use items.

A motion by Councilmember Arnold, seconded by James, carried to approve the treasurer's report and capital assets report as submitted. Roll-call votes throughout the meeting recorded no dissent on any of the recorded motions.

On the consent agenda the council approved prior meeting minutes and two resolutions: R-26-05 (net metering annual avoided cost credit for electric) and R-26-06 (support for the Illinois America 250 commemoration). The council used the omnibus method to bundle those items and approved them by roll-call vote.

Council approved O-26-03, a zoning classification change for parcel 08-21-207-00001 requested by Jeremy Dodge (Today's Builders) to allow an updated plan that includes a builder headquarters and a small commercial strip. The council recorded that the applicant had acquired an intervening lot that provides improved flexibility for parking and design.

The council approved a variance to permit a controlled burn on A-zone land at 811 South Stewart Street for Bren Miller; staff said Miller coordinates with public safety and schedules burns under favorable weather conditions.

The council also approved R-26-07 (an annexation agreement with JF Edwards Construction), O-26-04 (the ordinance effecting annexation, effective March 18), and O-26-05 (a map amendment to rezone the annexed 19 acres to B4 industrial zoning). The annexation agreement includes a clause allowing disconnection if the city fails to approve a related TIF district.

Finally, the council approved payment of city and utility bills as presented and adjourned the meeting.

All motions recorded in the meeting passed on unanimous roll-call votes; no motions failed or were tabled.
