Geneseo engineering update: State Street phase two under way; new well drilled as city waits on IDNR/IEPA reviews

City engineering staff told the Geneseo City Council Tuesday that State Street phase two construction is underway and that a newly drilled municipal well is being tested while the city awaits state reviews and permits.
"State Street phase two has started. The contractor is already getting some pipe in the ground," Lauren said during the engineering report, noting the contractor is preparing material procurements to reduce weather-related delays experienced with an earlier contractor.
Lauren reported that well 33 was drilled to about 600 feet into the Makoka layer and that water samples have been taken for contaminant and water-quality analysis. She said staff submitted a hydraulic report for IDNR review and are awaiting comments on a proposed bridge or pad across Jial Creek.
Staff also noted design work is underway for a Chicago Street sidewalk project; the right-of-way is constrained by power poles and inlet structures and the sidewalk may need to meander similar to recent work on Exchange Street. Survey work for the Ford Road sanitary sewer is complete and designers are preparing CAD files for design work.
Council members asked whether agricultural pesticides and runoff can reach the deeper aquifers targeted for municipal supply. Lauren said deeper aquifers are filtered by rock strata and geological layers, so "we haven't seen that much contamination" in the deeper source but it is not completely immune to surface water influences.
Other updates included a corrosion-control study nearing completion, pending IEPA review and permitting; preparation of IEPA loan documents for wastewater work; and coordination with contractors on the industrial-loop electrical work.
No formal action was taken on engineering items; staff said they will return with permit updates and design documents as reviews complete.
