PSA director reports Camp Christy tank online, Rhyne plant ammonia issue resolved

At the Montgomery County Public Service Authority meeting the director reported several infrastructure updates and a compliance matter now addressed.
Director Justin said the Camp Christy tank reached substantial completion and "the tank's been online for about a week and everything's operating just like it should." He said the Camp Christy–Elliston waterline design is nearly finished and staff will meet with the Virginia Department of Transportation to finalize alignment decisions. The Oil Well Road waterline project was reported complete with an automated valve recently placed into service.
Justin also reported that the Rhyne wastewater treatment facility received a warning letter from the state DEQ for an ammonia violation in January; staff corrected the issue within about four weeks and plan to file a response letter with DEQ. Justin said he did not expect follow-up action based on the content of DEQ’s letter.
The director noted Hurt & Profit will present a system-wide condition and capacity study at the next meeting and described planned capital work under a Hurricane Helene grant for tank shed repairs, access roads, and a booster station on Oil Road. He also announced a personnel update: wastewater operator Chris Yawn passed his Class 1 wastewater operator license.
Board members asked whether the new waterline alignment would require VDOT permission; Justin replied that the route follows a similar right-of-way with minor shifts and that VDOT coordination is part of finalizing the alignment. The board agreed to schedule the next meeting in August to allow consultant reports to be completed.
