Council approves rezoning RZ-1057 for 28-unit senior multifamily PUD with amenities

The Moore City Council voted unanimously to approve Ordinance No. 5326, rezoning two lots near Northwest 12th Street and North Robinson Avenue to an R3 planned-unit development for a proposed 28-unit senior multifamily project.
Staff said the site consists of two combined lots totaling about two acres; the proposal calls for 12 two-bedroom and 16 one-bedroom units (14 units per acre under the PUD) and includes a package of amenities intended to address compatibility and livability. Those amenities, as presented by staff, include four above-ground storm shelters (each sized to hold about 12 people), a 75% masonry requirement for building exteriors, a looped five-foot walking trail, 49% open space, 26 trees and 35 shrubs, and a masonry dumpster enclosure. Approval under a PUD allows the city to relax certain standards in exchange for such amenities; the proposal reduces a previously platted 50-foot front-yard setback to 30 feet.
Staff noted public water and sewer are available, access is via North Robinson Avenue, and stormwater detention will be required; engineers will explore whether off-site capacity in a nearby Grace Point detention facility can be used, otherwise on-site detention facilities will be added. On the storm shelters, staff clarified the additional shelter requested by the planning commission increases full-occupancy coverage for the development. A council member asked about intersection impacts at NW 12th and Robinson; staff said traffic counts have not been evaluated yet and that they will review counts as the project advances.
The planning commission recommended approval by a 9–0 vote; at council the motion to approve carried unanimously with recorded 'yes' votes from Adam Webb, Rob Clark, Sid Porter, Melissa Hunt and Mark Ham. The applicant was identified in the packet as Cody Pogue (C2 Development). The item passed; staff recommended and council accepted the findings that the PUD is compatible with the Envision Moore 2040 plan and does not require a plan amendment.
Next steps: Approvals under the ordinance allow the applicant to proceed to site plan and permitting processes; required engineering for stormwater and final construction plans will be reviewed during permitting.
