The Texas Board of Chiropractic Examiners voted to allow applicant Forest Boss to sit for the Texas jurisprudence exam once he successfully passes the NBCE SPEC exam.
Staff introduced Mr. Boss's application under agenda item 7A; he previously held licenses in Colorado, Massachusetts, Wyoming, Pennsylvania and Washington and disclosed one arrest and one conviction or deferred sentence. Mr. Boss told the board his last active chiropractic practice was around 2009–2010 and that he plans to open a solo cash practice. He said financial constraints prevented him from meeting a recent SPEC registration deadline.
Board members expressed concern about the length of Boss’s lapse from active practice and discussed options to confirm competency: SPEC (a national board exam offered multiple times per year), Part 4 clinical assessment, or a set of continuing-education credits. Enforcement and licensing members emphasized public-safety considerations and favored the SPEC as the least-invasive but suitably comprehensive route to confirm competence for someone who has been out of practice for more than a decade.
A motion to approve staff’s recommendation — allowing Mr. Boss to sit for the Texas jurisprudence exam contingent on passing SPEC — was moved, seconded and carried by voice vote.
