Council awards $591,604 turbine inspection contract, adopts utility salary ordinance

The Fremont City Council approved two utility items Wednesday: a contract for a major turbine and generator inspection and an updated utility salary ordinance.
Utility Manager Jeff Shanahan told the council the city performs major overhauls approximately every 40,000 hours of operation and that Unit 7 at the Lon D. Wright Generating Station was due for work. "We received four bids; HPI was the lowest bidder," Shanahan said. Staff recommended awarding a contract in the amount of $591,604.64 for an inspection and overhaul scheduled for fall 2026; the council approved the contract 8–0.
Separately, Jennifer McDuffee, director of human resources, presented changes to the utility salary ordinance (Ordinance 5740). The changes add a budgeted safety director position, rename Automotive Maintenance Supervisor to Fleet Maintenance Supervisor, create an energy analyst classification at the existing pay grade (no net budget impact), and correct a GIS Analyst pay grade scrivener error from 21.5 to 24.0. Council moved to amend, suspend rules and adopt the ordinance on final reading; the ordinance passed 8–0.
Councilmembers voiced support for updating classifications and maintaining staffing to support utility operations. The actions authorize staff to implement the personnel changes and prepare for the turbine inspection in scheduled maintenance windows.
