Council approves $5.1 million FAA-backed taxiway upgrade with $192,750 local match

The Fremont City Council authorized its mayor to sign an FAA grant application and related state agreement to fund a taxiway replacement and related lighting and drainage work at the municipal airport.
Dean Gillas, director of public works, told the council the project originally was budgeted at $2.7 million but design work identified additional runway connection work, replacement of aging incandescent taxiway lights and drainage needs, pushing the project to about $5.1 million. "We asked if the FAA and state would support replacement of the older incandescent lights and they said thumbs up," Gillas said.
Gillas said the FAA contribution in this grant is unusually high — roughly 95% — with NDOT administering FAA funds for the project; the city's local match is about $192,750. He said the timing presented an opportunity to do work that bolsters safety and takes advantage of favorable grant terms.
Councilmembers thanked staff for pursuing the funding; Councilman Horner said the airport is an important local asset. With no public comment, Councilman Jensen moved to approve resolution 2026-093 authorizing the mayor to sign the FAA/NDOT application; Councilman Horner seconded and the motion carried 8–0.
The resolution authorizes staff to proceed with grant administration through NDOT; details of project timing and contracts will be handled in future staff reports.
