Public Works and utilities staff explained that the pond site will be redesigned and reconstructed to reduce the neighborhood’s flood risk. Staff noted a lining added inside a nearby manhole at Water’s Edge eliminated off‑gassing issues and served as a construction lesson on siting and mitigation.
City staff said they obtained three appraisals for the property (approximately $315,000–$350,000); the negotiated purchase price of $345,000 falls within those appraisals and will be reimbursable under the DEP grant. The city has already contracted $49,000 with Kimley‑Horn for design work and approved an additional $150,000 in the budget as a contingency, giving about $1 million in total project resources if needed.
Council voted to approve the grant agreement and the property purchase; staff will proceed with design, demolition and pond reconstruction as outlined in the grant agreement and will return with construction approvals and timelines.
