Board approves $249 million list of capital priorities, names courthouse top ask

At its March 23 meeting, the Transylvania County Board of Commissioners approved a priority list to guide state and federal advocacy for capital funding. County Manager Jaime Laughter recommended the list to position Transylvania County for grant and appropriations opportunities ahead of the North Carolina General Assembly short session.
The Board identified the County Courthouse (estimated $36 million) as the top priority, followed by a proposed new Blue Ridge Community College campus (estimated $68 million) and a $30 million allocation for identified school system needs (Phase 2). The priority list also includes local infrastructure requests from municipal partners such as wastewater improvements in the City of Brevard (approximately $90 million) and Rosman water projects.
Commissioners supported including municipal and school projects in the County’s advocacy packet and discussed prior successes—about $100 million in funding over five years—attributable to coordinated advocacy. The Board also directed staff to carry forward concerns about potential SNAP funding impacts estimated at $1.2 million into advocacy conversations with state leaders.
The Board voted unanimously to approve the advocacy letter and capital priorities for state and federal partners.
