The Weddington Town Council approved release of a $333,700 bond for Hars Crossing Phase 1 Map 2, but only after requiring a final cursory inspection and written confirmation from staff and LaBella.
Town staff explained the bond release request reflected final plat filing nomenclature and that much of the work had been completed. Council members raised an encroachment issue: a fence placed onto HOA common open space that staff verified as encroaching the common area. Greg, the town planner, said fences in the conservation/common area are an HOA enforcement matter and not a town permit violation; however, the council wanted to ensure no infrastructure issues were missed since the inspections described in the applicant’s file date back months.
Council placed two conditions on the release: (1) the town planner and LaBella must complete one final inspection to ensure infrastructure (curbing, road surfaces, potholes) is acceptable, and (2) confirm the retention pond is placed on the town’s/LaBella’s annual inspection list. The council asked staff to document the inspection completion by email. The motion to release the bond with those conditions passed unanimously.
