The Wesley Chapel Village Council unanimously approved the final plat for Phase 2 of the McCoy Farm Subdivision, clearing the 22 proposed lots and associated right-of-way easements, tree-save areas and common open space. Planning staff said the planning board recommended approval on March 23, 2026; a council member moved to approve the final plat with no additional conditions and the motion passed unanimously.
Separately, council spent extensive time on procurement for a pond-breach/dredge remediation project. Staff reviewed three bids and presented background on contractor site visits and references. One bidder (Lynn Thomas Grading) provided three references that staff flagged as similar or overlapping; another bidder (Cash Grading) was the low bidder and had local references. Council sought to avoid a repeat of prior contract performance problems and debated adding liquidated-damages and performance-bond protections to any award.
Park staff moved that the park director contact the three references given by Lynn Thomas Grading to verify whether they are three distinct, comparable projects; if they are not, the motion instructed staff to disqualify Lynn Thomas and award the contract to Cash Grading. The motion was amended to include a liquidated-damages clause and performance requirements to protect grant funding and was seconded. The motion carried on a recorded voice tally recorded in the minutes as 2–1 in favor.
Council instructed staff and counsel to draft contract language including performance bonds and liquidated damages sufficient to protect the village should a contractor fail to deliver; staff will also send a notice to the prior contractor to remove material on site and will report back within the requested two-week follow-up timeframe.
