Planning board hears updates on solar projects, e‑bike local law and accessory-structure moratorium

Staff reported Sky Solar had resubmitted materials after state regulatory changes and requested an extension that would carry review to mid-July. The Fish solar project is in a 30-day coordinated review that closes June 8 and will likely open a public hearing on June 17; Dimension Energy's Ironwood solar submission also responded to staff and MRB comments and may appear on either the June 17 or July 1 agenda.
On subdivisions, Fairdale Meadows final drawings were submitted and staff will place the 41‑lot subdivision on the June 17 agenda if all conditions remain satisfied. Monarch Manor Section 3 final plat materials were also submitted for upcoming review.
Staff flagged the Farmington Volunteer Fire Department preliminary site-plan drawings as awaiting engineer signatures; because of a busy June 17 agenda and likely controversy on other items, staff suggested possibly deferring formal action to the July 1 meeting.
In code and policy updates, staff said the town board denied draft local law No. 3 on e-bikes at its May 26 meeting and has formed a committee to consider folding e-bike rules into existing code chapters. "They denied the draft local law number three on e-bikes," staff reported, and said the committee aims for a town-board review in August with county action in September if the schedule holds.
Staff also reviewed an accessory-structure moratorium that expires Oct. 26 and outlined a timeline to hold hearings and present code amendments in late summer and early fall.
Next steps: applicants and project teams should complete responses to staff comments for solar and subdivision projects; planning staff will schedule items for June 17 or early July agendas as appropriate.
