Developer presents plan for private road linking Farmington and Victor; board raises safety, fire-protection concerns

I'm here with Lantech, representing my client, Morrow and Karen Polidori," Sutherland told the board as he described a 60-foot ingress/egress utility easement and a proposed bus-stop pull-off for school pickup. He said the private drive would serve four existing houses in Victor plus the new Farmington lot.
Town staff and board members focused on safety and interjurisdictional coordination. Ron (town staff) asked the applicant to show a bus pull-off to keep loading and unloading off Klein Road and to improve site distance: "Provide a pull off area for school buses to wait for the kids," he said, arguing it would be safer than multiple families lining the roadway.
Board members and staff also discussed fire access and turnaround needs. Ron flagged the town standard that triggers additional design requirements when a structure sits more than 500 feet from the highway, and the board emphasized the need for a turnaround large enough for the town's largest truck: the board asked for either a hammerhead or another arrangement that meets a 47-foot turning radius and for the drive to be built to carry the weight of a fire truck.
Tom Sutherland said the project team will produce a preliminary site plan that addresses drainage, travel-width, and a truck-turnaround design. The board urged the applicants to consult Victor officials and the Victor school transportation representative (named in the discussion as Kelly) on the proposed pull-off and to coordinate with the town highway superintendent about winter maintenance of the pull-off if it lies in the right of way.
Staff also noted the Victor-side properties are expected to share road maintenance through a homeowners association; the board asked staff to forward minutes to Victor so that town can review the concept before a formal preliminary submission. The applicant said percolation testing and other pre-submittal work are pending and that he can call in to the PRC meeting if necessary.
Next steps: applicants will submit a preliminary site plan that incorporates the bus pull-off and fire-access improvements and will coordinate with Victor and school transportation officials before the project returns for formal review.
