Committee recommends expedited fix to retirement eligibility for emergency communications managers

The Government Operations and Fiscal Policy Committee unanimously recommended that full council take up expedited Bill 16-25, a technical correction to the Employee Retirement System that would add Emergency Communications Center (ECC) Manager 3 positions to Group E retroactive to Aug. 7, 2023.
Ms. Wellens, presenting the item, said the change corrects an oversight from prior 2023 legislation and would align the manager 3 position’s effective date with manager 2 positions: “This bill would include the Emergency Communications Center, ECC Managers 2 to Group E and it would do so retroactively so that their effective date would be the same as the Managers 2,” she said. She told the committee the fiscal impact is approximately $60,000 in expenditures per year.
Councilmember Katz said the correction is necessary to hire and retain staff in these roles and strongly supported expedited handling. The committee left the recommendation to full council and adjourned without taking other action on the item.
