Cass County Board tables Veterans Affairs appointment, approves road agreement and budget moves

The Cass County Board of Supervisors on May 19, 2026, in Atlantic voted to table the appointment of William Baylor as Veterans Affairs director until its May 26 meeting and approved several administrative and budgetary actions, including a federal-aid agreement for work on Jasper Road and a transfer of camping fees to the conservation fund.
The board convened at 9:00 a.m. with Chairman Baier and Supervisors Green, Pettinger, O’Brien and Richter present. Supervisor O’Brien moved and Supervisor Pettinger seconded approval of the consent agenda, which included minutes of the May 5 regular meeting and claims for May 1–15, 2026; the motion carried with all ayes.
The board discussed the proposed hire of William Baylor as the new Veterans Affairs Director. The board recessed at 9:35 a.m. and reconvened at 9:47 a.m. After additional discussion, Supervisor Green moved and Supervisor Pettinger seconded to table both the discussion and formal approval of the appointment until 9:00 a.m. on May 26, 2026; the motion carried with all ayes.
Kent Irwin, Guthrie County deputy director of emergency preparedness, presented the monthly environmental health report on behalf of the absent Cass/Guthrie Environmental Health director, Jotham Arber.
Supervisor O’Brien moved and Supervisor Green seconded approval of a Federal-aid Agreement, Project No. BROS-C015(90)-8J-15, for work on Jasper Road over a creek; the motion passed with all ayes.
Mark Knudsen, Cass County Secondary Roads maintenance supervisor, reviewed current road and equipment projects. The board approved Resolution No. 2026-17 to transfer camping fees from the General Basic Fund to the Conservation Fund; the recorded vote was Ayes: Baier, Pettinger, Green, Richter, O’Brien.
Supervisor O’Brien moved and Supervisor Green seconded to remove Dr. Jill Pollpeter as Medical Examiner deputy; the motion passed with all ayes.
The board set the 2027 health insurance non-participation rates after a motion by Supervisor Richter, seconded by Supervisor Green. The single non-participation rate was set at $147.64 and the family non-participation rate at $511.19 for January–December 2027; the measure passed unanimously.
Supervisor Richter moved and Supervisor O’Brien seconded approval of a contract with Cost Advisory Services, Inc. for fiscal years 2026–28 to develop cost allocation plans to obtain reimbursement for indirect costs expended on behalf of the Iowa Department of Health and Human Services; the board approved the contract.
Clerk of Court and Sheriff reports were filed. The minutes list a detailed set of approved claims across multiple funds; the grand total shown in the minutes is $1,479,171.40, covering vendors and services from copier contracts and utilities to road materials and debt repayments.
Supervisor Green moved and Supervisor O’Brien seconded to adjourn at 10:13 a.m.; the motion carried with all ayes. The board will reconvene May 26, 2026, at 9:00 a.m., when the appointment for Veterans Affairs director is scheduled to be revisited.
