Venango County Board of Inspectors approves routine reports, notes jail count of 127 and introduces new commissioner

The Venango County Board of Inspectors met at 12:22 p.m. on March 3, 2026, in Courthouse Annex, Room 100. Eric Foy, Venango County sheriff and board chair, called the meeting to order and the board recorded attendance and staff present.
The board opened by approving the minutes from January 2026. Commissioner Ken Bryan moved to approve the minutes; District Attorney Shawn White seconded and the motion carried by unanimous voice vote, recorded in the minutes as "Ayes all." The minutes of the meeting list board members present as Eric Foy (Sheriff and chair), Ken Bryan (Commissioner), Sam Breene (Commissioner), Timothy Heffernan (Commissioner), Matthew Kirtland (President Judge), Shawn White (District Attorney) and Jeannie Ritchey (Treasurer/Secretary).
Human Resources Director Justin Wolfe presented the personnel agenda and described employment activity as generally slow. District Attorney Shawn White moved to accept the HR report; Treasurer Jeannie Ritchey seconded and the board voted unanimously to accept the report.
Deputy Warden Anthony Faraone delivered the warden's report, saying, "Count today was 127." He also reported that the new warden is working on officer training and that maintenance work at the facility is "moving along." District Attorney Shawn White moved to approve the warden's report; Commissioner Sam Breene seconded and the motion passed unanimously.
Under new business the minutes note that the new warden "is doing great" and formally introduced Commissioner Timothy Heffernan as a board member; no formal motions were recorded in relation to those introductions.
There was no other business. District Attorney Shawn White moved to adjourn the meeting; President Judge Matthew Kirtland seconded and the board adjourned at 12:55 p.m. The minutes were signed and submitted by Treasurer/Secretary Jeannie Ritchey and reviewed by Chair Eric Foy and Vice Chair Ken Bryan.
