Venango County commissioners approve contracts, $3.87 million in warrants and multiple HR actions

The Venango County Commissioners on March 10 approved a package of routine contracts, fiscal warrants and human-resources actions during a 30-minute public meeting at the Courthouse Annex.
The board unanimously approved a contract with Fire Fighter Sales and Service Co. for purchase and installation of fire alarm systems at the county prison and contracts for 911 equipment, including a voice-logger/timeclock with SBM Electronics Inc. and foam-concentrate disposal with Specialized Professional Service, Inc. Commissioners also approved an amendment with Zito to relocate PSAP lines and a hangar lease with Richard Maxwell at the county airport. Motions to approve those items were made by Commissioner Kenneth J. Bryan and seconded by Commissioner Timothy Heffernan; each passed with all voting aye.
In fiscal business, the board approved warrants listed in Attachment D totaling $3,871,237.02 across human-services and non-human-services disbursements. The motion to approve the warrants was moved by Commissioner Timothy Heffernan and seconded by Commissioner Bryan; the vote was recorded as aye by all commissioners present.
The commissioners also approved the Human Services agenda (Attachment C), which included a Title XIX grant agreement with the Commonwealth of Pennsylvania for $17,800 (Oct. 1, 2025–June 30, 2026), a renewal with Northwest Behavioral Health Partnership for $122,360.10 to support a Social Determinants of Health Commodities Program, and other service contracts and ratifications. The board approved a series of personnel actions in Attachment E—probationary hires, promotions, appointments and separations—by the same unanimous vote.
The meeting opened with an invocation from Rev. David Foote of Baptist Temple and routine convening and adjournment of the Election Board, Retirement Board and Salary Board. Commissioner Samuel Breene called the meeting to order at 4:41 p.m.; the meeting adjourned at 5:11 p.m.
The next regular public meeting is scheduled for 4:30 p.m. April 14, 2026, in Room 100 of the Courthouse Annex.
