Council approves $3.19 million water-main replacement in Ward 6 after staff says local contractors had opportunity to bid

Aurora’s City Council voted June 8 to award a contract for water-main replacement work in Ward 6 covering Richard Street, Robert Street and North Roussel Avenue, accepting a low bid of $3,187,318.50.
Kurt Mieth of the Public Works Department described the project as a major water-main replacement that packages several older capital-improvement-plan items. "This is gonna be our big water main, specific project for the year," Mieth said, and he said the work will replace roughly a mile of mains and include about 100 lead-service replacements.
During questions, a committee member noted that no local contractors had bid the job and asked staff to confirm that local firms had the opportunity to compete. The committee member said, "Notice there was no... there were no local bidders." Mieth answered that the city used its OpenGov public-bidding platform and that local contractors had the opportunity to view and bid the work. He added that the project's size, timing and apprenticeship and prequalification requirements likely limited participation by smaller local firms.
Mieth also said several bidders had shown interest and that Jordy Sewer and Water (as reported by staff) had been active locally and held multiple smaller projects. After brief discussion, the council moved, seconded and approved the resolution awarding the contract to Gerardi (Sewer and Water Company) for $3,187,318.50; a voice vote was recorded in favor.
Staff said the project could start later in the construction season and that contractor crew availability could influence the schedule. No public comment was recorded on the item during the meeting.
