Council hears drainage plan as Kroger site rezoning moves on first reading

Council considered first reading approval June 4 of a rezoning request from Kroger to rezone three parcels at the southwest corner of Memorial Boulevard and Oak Lane to Planned Commercial District for a Kroger grocery store and fueling center.
Staff recounted the May 7 public hearing and said the applicant reduced parking by 60 spaces (while still meeting minimum city requirements) to allow the building to shift roughly 30 feet east, increasing the separation from adjacent residences on Archer from approximately 140 feet to about 170 feet.
When asked about drainage, project engineer Randy Perry explained the stormwater detention approach, describing storage sized to meet two‑, five‑, ten‑, 25‑ and 50‑year events and providing roughly 75,000 cubic feet of additional storage above code for most events and about 25,000 cubic feet additional storage on a 100‑year event. Staff said the site’s detention represented an improvement for the local basin, which previously had no on‑site storage.
Council conducted the first reading of Ordinance 26 Z 12. No council member asked for the item to be pulled from the agenda for additional debate, and staff made the project team available to answer remaining technical drainage questions.
Next steps include final engineering checks and the scheduled second reading of the ordinance.
