Yadkin County to seek technical review for $500,000 PARTF grant for Memorial Park

Parks & Recreation and Soil & Water Director Caleb Poplin told the Board on March 2 that Yadkin County will seek technical review of a draft PARTF (Parks and Recreation Trust Fund) grant application aimed at improvements to Memorial Park.
Poplin said the county intends to apply for $500,000 in PARTF funding to support trail expansion, picnic shelters, additional playground equipment and landscaping. PARTF requires a local match; Poplin said the required match would be $500,000 if the county requested the full grant amount. He told commissioners a current Memorial Park Master Plan is needed to be eligible for PARTF and that the Recreation Resources Service (RRS) can provide feedback to strengthen the application before final submittal.
County Manager Michael Silverman noted that the FY2027 budget will be tight and that accepting a large PARTF award would likely lead to a multi-year project because most spending would occur after award. The Board authorized Parks & Recreation to submit a draft application to RRS for review; the motion passed 4-1 (Commissioner Cliff Collins opposed). Commissioners discussed the option of requesting a smaller PARTF award to reduce the local match obligation.
If the county elects to submit a final application and PARTF awards funds, the Board would still have the option to decline the grant. Any final funding decision would be brought back to the Board for formal approval.
