Lincoln County opened sealed bids on Dec. 10 for the Yak community hall restoration and read three offers into the public record.
Bids recorded by county staff were: Noble Excavating — $190,000 net (Noble listed an $80,097.50 donation that would reduce their gross to $190,000 if the donation is accepted); Thompson Contracting Inc. — $270,490; and MBC Builders — $316,700. County staff noted the Noble bid raised questions about whether a donation can be treated as part of a formal public bid and said the county’s engineer and legal counsel will review the documents before any award.
The board did not take an award at the meeting and expects staff to return with an engineer’s recommendation and legal guidance next week. Commissioners emphasized they want to ensure bids meet procurement rules and state law before proceeding.
If legal counsel determines the donation can be accepted in evaluating the lowest responsive bid, staff said the county will follow usual procurement steps; if not, staff will report the adjusted rankings and recommend next steps.
