Cedar County hires Assured Partners and Midwest Benefits for July health plan services, will review ISAC eligibility

The Cedar County Board of Supervisors voted May 19 to hire Assured Partners, a Gallagher company, to provide health insurance brokerage services and Midwest Benefits Group to provide third-party administrator services effective July 1, 2026. The motions passed unanimously.
Judi Hamaker of Heartland Insurance Risk Pool presented renewal information and July 1, 2026 rates. Representatives from Assured Partners joined by Teams and told the Board that the enrollment deadline to join the ISAC health plan for the July 1 renewal had passed; as a result, Assured Partners will serve as the county's agent of record for the July 1 Wellmark renewal. They also said they would review the county's eligibility for the ISAC health plan in the fall with the intent, if eligible, to transition the county to ISAC effective Jan. 1, 2027, and assist with moving TPA services through one of their existing third-party administrator options.
Supervisor Kaufmann moved the hiring motion, Supervisor Barnhart seconded, and the Board voted Ayes: All. No public comment or roll-call dissent was recorded. The Board did not set a firm implementation date for enrollment with ISAC; the action instructs staff and the new vendors to pursue eligibility review and transition planning in the coming months.
