Council approves Tarragon annexation, applicant offers to cover review costs

Uniontown City Council on May 11 approved Resolution 18-77 to accept a modified annexation petition from developer Tarragon, following a staff recommendation to adjust the boundaries.
City staffer Chris Bass said the petition, filed March 24, 2026, originally requested three large vacant parcels but staff recommended modifying the proposal to six parcels totaling about 18 acres and carrying a 2026 county-assessor valuation near $4,000,000. "Staff recommends modifying the area to ensure the city boundaries are more regular," Bass said, adding that water and sewer stub-outs are available into the area.
The applicant’s representative, Chappardew, described the annexation as consistent with the city’s comprehensive plan and highlighted expected fiscal benefits. "By connecting to stubbed infrastructure near the subject property, the city can expect to bring in over $32,000 per unit in revenue," Chappardew said, and noted the applicant’s willingness to reimburse consultant and review costs to avoid burdening city staff.
Alex Campbell, a nearby resident who said he lives outside the city, told the council the annexation would extend utilities and roadway networks and provide redundancy for dead-end streets. Campbell supported the staff report’s conclusions and the applicant’s offer to cover review costs.
After discussion and a committee recommendation, a motion to approve was made and seconded. The council approved the resolution on a 5–1 roll call vote.
What happens next: Staff will process the annexation paperwork and set the boundary-review timeline required by state law; the motion as approved authorizes next steps to notify the boundary review board and proceed with processing under the city’s procedures.
