Staff described the town’s view as focused on perceived grant limitations and matching requirements: management concluded the benefits, particularly for survey-focused grants that require one-to-one matching and cannot be used for construction, did not justify pursuing CLG status right now. Commissioners countered that grants are only part of the value proposition and that training and SHPO support would help the commission perform its duties and strengthen the town’s preservation program.
The commission asked staff to research the decision, assemble comparative materials explaining CLG advantages and requirements, and bring the information back so the commission can determine whether to pursue the designation later or seek further discussion with town management and council. No formal vote or policy change was recorded at the meeting.
