The Planning Commission recommended that City Council approve a text amendment removing "flex space" as a permitted use in the City's General Commercial (GC) zoning district. Staff said the move is intended to prevent lighter industrial or high‑truck storage uses from locating along major retail corridors and adjacent to residential neighborhoods, while preserving opportunities for small businesses in industrial and other commercial districts.
Staff explained the change affects only the GC district; flex space would still be allowed by right in industrial districts and could be considered by special exception in Community Commercial or other appropriate zones. "It's probably the easiest one you've ever seen because we're only moving 1 letter from our entire 400 and some page document," staff said, characterizing the amendment as a narrow text change to the use table.
Commissioners asked whether the amendment would limit small start‑ups; staff said flex space remains available in other districts and property owners can seek rezoning or special exceptions. After brief discussion, the commission moved and approved the recommendation to forward the amendment to City Council.
