Commission backs code change to allow manufactured homes as conditional use in RSF 40

On June 8 the York County Planning Commission voted to recommend a text amendment to the county's zoning code that would allow manufactured homes as a conditional use in RSF 40 zoning districts, applying the same conditions already used in RSF 30.
Staff summarized prior work at the May meeting and said most comparable jurisdictions allow manufactured homes in rural or low-density residential districts, often with requirements governing underpinning materials and dimensional standards. "From that information... you made a motion to request the modifications to Chapter 155 to allow manufactured homes in RSF 40 and to include those same conditions that are required in RSF 30," staff said.
The amendment would place a conditional-use symbol (C) in the RSF 40 column of the use table and attach RSF 30'level conditions to those RSF 40 approvals. Commissioners asked about local jurisdictions (cities) and whether city permitting supersedes county rules in municipal limits; staff confirmed local jurisdictions retain their own regulations and the county amendment would not override city codes.
A commissioner moved and seconded approval of staff's recommended language and the motion passed. The commission agreed to forward the recommendation to County Council for final action.
