The York County Planning Commission on June 8 denied a request to rezone a 5.01-acre parcel on South Perham Road from AGC to RC that would have created room for a new retail parcel alongside an existing landscape-supply operation.
Staff described the applicant's plan to subdivide the parcel into two commercial lots while keeping the landscape-supply business and putting a new retail use on the east side. Tom Stuhan said the proposal would allow a smaller retail footprint than typical GC and that the RC district limits scale to better suit areas outside the urban services boundary.
Commissioners raised objections including the possibility of spot zoning, the parcel's location within the Lake Wylie overlay and nearby large-lot, low-density residential character. One commissioner noted an advertised RV and car-storage use on the site and questioned how rezoning could change long-term uses. After discussion one commissioner moved to deny; the motion carried with at least one recorded opposing vote (transcript: "1 opposed").
The denial leaves the parcel in AGC; staff noted the existing landscape-supply business remains permitted under AGC and any future changes would require separate review.
