Atlantic Beach says interlocal consultant bid under $90,000; fire‑flow ILA with Neptune Beach expected in March

Atlantic Beach officials told the commission they received a single response to an RFP for an interlocal‑agreement consultant and that the consultant's fee was "a little less than $90,000," with the work estimated to take about 12 months.
"If this consultant is selected, their price was a little less than $90,000 which, presumably, would be split between the city of Atlantic Beach and the city of Jacksonville," Interim City Manager Kevin Hogancamp said. He added the verbal cost‑sharing agreement could change and must be formalized.
Hogancamp also said city staff and the city attorney were finalizing a draft interlocal agreement with a development team to extend a potable‑water fire line into Neptune Beach because that city cannot meet required fire‑flow standards for a specific redevelopment. "This agreement is expected to be presented to both cities' governing boards for approval in March," he said.
Commissioners discussed whether the consultant process should fold in broader beaches‑wide negotiations rather than just a bilateral approach and acknowledged past interlocal litigation made a neutral third party attractive to reduce contentiousness.
No contract was awarded at the meeting; staff said the joint Atlantic Beach/Jacksonville team will review the single bid for technical and budgetary alignment and return recommendations.
