Atlantic Beach approves $79,102 pavement‑condition assessment and hears infrastructure updates including emergency generator expense

The commission approved Resolution 26‑30 to contract with Roadway Asset Services LLC for a pavement condition assessment and associated software at a cost of $79,102. Staff said the contract is a five‑year software agreement that uses vehicle/laser scanning to create objective road‑by‑road condition scores, supports 5‑ and 15‑year resurfacing cycles, and includes sidewalk and sign inventories that can be integrated into the city’s GIS.

Public Works Director Adam Thornton explained the software will provide a data‑driven prioritization list, replace ad‑hoc visual assessments and help align road work with subterranean utility planning so the city can coordinate full‑depth restorations rather than repave over failing subsurface infrastructure.

Separately, the city manager reported a $26,754 emergency expenditure to repair the water‑plant generator control panel after reinstallation rendered the unit inoperable; Hogancamp said the payment had already been made to restore redundancy and staff recommended ratification at the next meeting.

Commissioners asked procurement and staff about the piggyback procurement method used to avoid an RFP; staff said the procurement piggybacks an existing contract and will provide the piggyback source to the commission.

Next steps: staff will integrate the pavement assessment output into capital planning and the GIS; a ratification resolution for the emergency generator expense was proposed for the next meeting.
