City Manager Elizabeth Borstad told commissioners the project had been approved at the planned‑development concept stage in November 2025 and that the updated site plan adds site‑detail and landscaping information. Borstad said letters were mailed to 24 surrounding property owners within 200 feet and no responses were received.
During the public hearing, resident Deborah Deas spoke in support of the request. The applicant, identified in the minutes as Ms. DeDe Willis of Dallas, addressed the commission regarding required parking for the facility.
Member Jim Kerlin moved to approve the detailed site plan; Member Debra Wilson seconded the motion. The commission approved the request unanimously. The minutes do not specify conditions beyond the revised site and landscape plans presented at the hearing.
The commission did not record a vote tally in names in the minutes; the action was recorded as approved unanimously and will be reflected in the city’s permit and site‑plan files if the applicant proceeds to permitting.
