A member of the public addressing the June 23 Atlantic Beach budget workshop urged commissioners to present prior-year actuals beside proposed budgets so both elected officials and residents can see how numbers change year-to-year.
"It would be much easier for each of you as you have each of these workshops ... if you could look at that same presentation and say, this is what we had last year and this is what we have today," the public commenter said, calling for clearer historical columns on workshop slide decks.
The commenter also cautioned about enterprise funds and transfers: "You cannot move enterprise money to the general fund to be used," the commenter said, and clarified that while a commission can borrow from an enterprise fund and repay within a year, enterprise accounts are generally restricted to their intended utilities or services.
Commissioners and staff noted they would check legal and procedural constraints and that staff would provide clarifying details as the budget process continues. The workshop moved into departmental presentations; no formal action on the matter was taken during the session.
