Community groups seek modest grants as commissioners trim ARC and propose matching school grants

A local arts and education request and wider ARC grant discussions were part of the Sept. 3 budget workshop.

Sarah Boren, representing ESE, told the commission she requested $8,000 to fund a standalone awards event (if not rolled into a city awards night) and $2,000 to underwrite a quarterly community film series in partnership with ARC. "I'm here representing ESE," Boren said, outlining expected community license fees of about $500 per film.

Commissioners reviewed ARC’s grant budget and noted that ARC has received significantly more requests than the $75,000 typically allocated. The mayor proposed leaving ARC funding at $75,000 and handling some local educational requests through a separate, conditional matching grant program. Specifically, the commission discussed offering a $5,000 matching grant for Fletcher band uniforms or related needs, contingent on matching funds from at least one neighboring municipality (Jacksonville Beach or Neptune Beach).

Staff suggested the ESE awards could be folded into an existing city awards/committee appreciation event to avoid a separate line item and that Amanda might find $2,000 in departmental funds for the film series if the commission prefers not to fund it from ARC. Commissioners signaled conditional support for the matching grant approach but asked staff to formalize match documentation and contingencies.

What’s next: staff will incorporate the commission’s direction on ARC funding and prepare language for any conditional matching grants to be included in the budget materials.
