Atlantic Beach commission approves utility work with FDOT, a collections contract and budget schedule

The Atlantic Beach City Commission approved several routine but substantive items on the consent and regular agendas.

Resolution 25‑59 authorizes the city manager to execute a utility work‑by‑highway‑contractor agreement with the Florida Department of Transportation to accommodate Mayport Road’s planned road‑diet. Staff reported the cost of the work would be $80,190 and that the project will be budgeted in the next fiscal year; commissioners approved the resolution.

The commission also approved a contract with Penn Credit Corporation (resolution 25‑61) to pursue collection of unpaid parking and animal‑control citations. Under the agreement, fines under $250 would carry a $25 flat fee for collection and fines $250 or greater would be assessed a 15% commission. Staff clarified that municipal citations issued by city enforcement officers — not private Beaches Town Center citations — would be eligible for vehicle registration holds and collection under the contract.

Resolution 25‑62 sets the proposed millage rate at 2.841 mills (the current rate) and schedules two public hearings for September 8 and September 22 at 6 p.m. Commissioners approved the proposed millage and hearing dates.

Finally, the commission authorized an interlocal amendment (resolution 25‑63) that secures an additional $152,362 from Jacksonville toward the city’s lifeguard station project; the city will execute the agreement and be reimbursed for eligible costs.

All items were approved by vote after staff presentations and brief commissioner discussion.
