City Manager Hogancamp and staff described the program as a green‑parking initiative intended to preserve permeable surfaces while designating safer, consistent parking patterns. Staff told commissioners individual project costs will vary and that a line item for the city’s half of pilot funding will be proposed in the FY27 budget; the staff noted prior expenditures and a standing allocation of approximately $50,000 in recent years for turf‑block work.
During public comment Sarah Boren raised technical concerns about infiltration rates, herbicide use and allowable permeable products, asking, “Will artificial turf and plastic blocks be allowed regarding maintenance?” Staff said the pilot will focus on open‑cell turf block to maintain consistency with existing city installations and to reduce public confusion, and will return to the commission as the program evolves. The measure passed by voice vote.
