Danville awards Parable wastewater upgrades after negotiation reduces contract to $1.278M

The commission on June 8 approved Resolution 2026060805 to award the Parable Wastewater Treatment Plant improvements project, using county ARPA funds. Staff reported two bids for the project (ranging from $2,343,000 to $2,827,000) and said negotiations with the apparent low bidder reduced the net contract value to $1,278,400.
Public works staff described the scope of work as improvements required to maintain regulatory compliance, including new aeration systems, upgraded electrical controls, metering and manhole work, valve installations, piping and the installation of a peracetic acid (PAA) disinfection system to replace the city’s current chlorine-gas system. Staff emphasized safety and regulatory compliance as primary drivers of the procurement.
Staff: "This new PAA system will replace the old chlorine gas treatment system, which is a health hazard for our workers and will be more eco friendly in the treatment process," the project presenter said.
Commissioners voted to approve the resolution. Staff said work is scheduled for the fall; the contract award includes contingencies and negotiated deductions across project divisions to reach the final contract figure.
Next steps: contract execution and project scheduling for fall construction; staff will return with standard contract documents and construction timelines.
