The Community Development Board denied CVR25‑0026, an application to allow an additional driveway to serve a proposed detached garage at 655 Sailfish Drive.
City planner Kevin Oster outlined the 2024 code change requiring detached garages to show driveway access and summarized precedent. Applicant Cornelia Stein told the board she would not remove mature trees and planned a 5‑foot track driveway using permeable pavers to access a 16x25 detached garage intended primarily for a golf cart. Stein said connecting the detached garage to the existing driveway would require removing three trees and changing the garage door orientation.
Board members focused on the new policy to reduce curb cuts and curb conflicts. Several board members said the application did not demonstrate the statutory hardship criteria in section 24‑65(c); one member said the new requirement is not onerous and the property still has options. A motion to deny the variance on the basis that none of the grounds supported it passed by voice vote.
The variance was denied; the applicant may modify plans or explore alternative designs that meet the driveway/cut standards.
